The 'Tigers Outside Tiger Reserves' (TOTR) project was launched on 6 October 2025 by Union Environment Minister Bhupender Yadav during Wildlife Week 2025 in Dehradun.
It is an initiative of the Ministry of Environment, Forest and Climate Change (MoEFCC) and the National Tiger Conservation Authority (NTCA).
The project addresses the roughly one in three of India's tigers that live outside notified tiger reserves.
It focuses on reducing human-tiger conflict and enabling coexistence, with NTCA as the coordinating agency and states executing on the ground.
