NITI Aayog released two reports in New Delhi on 9 April 2026 - 'Ease of Doing Research & Development in India' and the accompanying 'Survey Report on Ease of Doing R&D in India'.
They were released by NITI Aayog Vice Chairman Suman Bery with Dr Jitendra Singh, Minister of State (Independent Charge) for Science and Technology, as chief guest, and NITI Aayog Member Dr V.K. Saraswat present.
The reports came out of a nine-month consultation drawing on feedback from over 400 institutional leaders and inputs from more than 850 scientists and researchers across India.
The biggest hurdles identified were inadequate private-sector funding, a shortage of young research talent and long, cumbersome internal processes inside institutions.
A core structural finding is that public R&D funding data sits scattered across separate agency databases in inconsistent formats, so no one can reliably say who has been funded, by which agency, for what, or whether similar work has already been funded elsewhere.
A persistent digital identifier is a permanent, machine-readable code attached to an entity - a researcher, an institution, a grant, a dataset, a published paper - which stays the same no matter how the entity's name is written or how many times it changes. It is the fix for exactly the problem the reports describe: as long as a scientist is identified by name alone, 'R. Kumar' in one agency's database and 'Ramesh Kumar' in another's are two different people to any computer trying to join the records. Give each person one identifier and each grant another, and the funding system becomes queryable end to end - which agency funded whom, for what, how much, and what came out of it. That single change is what makes it possible to detect duplicate funding of substantially similar proposals, to measure what public research money actually produced, and to see whether capable researchers outside the established centres are getting a fair share of competitive funding.
Simple Analogy: It is the same idea as a PAN or Aadhaar number for records: names collide and get spelled differently, a number does not.
