The chemical industry needs expensive shared facilities: effluent and hazardous-waste treatment, water and steam supply, solvent recovery and connected pipelines. Providing these as common, plug-and-play infrastructure in dedicated parks lowers the cost and compliance burden for individual manufacturers, which is meant to attract investment and cut import dependence. By funding the common infrastructure while leaving states to provide land and match funding, the scheme uses a co-funded, competitive model, and it ties into the broader Atmanirbhar Bharat and Viksit Bharat 2047 goals of building domestic manufacturing capacity.
