NASA Innovative Advanced Concepts (NIAC) funds very early-stage, high-risk, high-reward ideas — not approved missions. A Phase I award is a small grant to study whether a bold concept is even feasible. So PRAXIS is a research concept being explored, not a spacecraft that has been built or scheduled for launch. 'In-situ sampling' means collecting and analysing material on the spot, rather than only observing it from a distance.
Simple Analogy: A NIAC Phase I grant is seed money to sketch a daring blueprint, not the budget to build the building.
