The pairing looks odd until the Danish model is understood. The Danish Patent and Trademark Office is not only a registry; it also runs advisory services that help small firms decide what to protect, how to license it and how to turn a registered right into revenue. That is the piece Indian MSMEs most often lack. An Indian small enterprise typically competes on cost rather than on a protected process or brand, so it captures little of the value it creates and is displaced the moment a cheaper producer appears. IP-led growth, the phrase used through this meeting, means shifting that basis of competition. The other half of the agenda, cluster-based development, is where the two countries already speak a common language: Denmark's Agro Food Park is a physical cluster of food and agribusiness firms sharing research facilities, and India's own MSME policy has long used the cluster as its unit of intervention rather than the individual firm.

India's MSME sector is the country's largest employer after agriculture and its main source of manufactured exports, but its productivity gap against comparable sectors abroad is wide and long-standing. Bilateral mechanisms like this one are aimed less at signing agreements than at transferring institutional practice - how a small-country patent office builds advisory capacity, how a university innovation unit moves research into a firm, how a startup ecosystem such as TechBBQ connects capital to founders. Denmark is a useful partner precisely because it is small: its instruments are designed for economies without vast administrative capacity, which makes them easier to adapt than models drawn from much larger systems. The engagement also sits inside the Green Strategic Partnership of 2020, the framework under which most India-Denmark cooperation now runs, and which examiners tend to test as a named bilateral construct alongside India's other strategic partnerships.
