Andhra Pradesh Chief Minister N. Chandrababu Naidu inaugurated Phase-I of the Pula Subbaiah Veligonda Project at Gottipadiya on 31 August 2026.
Naidu had performed the project's bhoomi puja at the same site on 5 March 1996, making this a 30-year wait from foundation stone to first phase.
The scheme diverts surplus Krishna floodwater from the foreshore of the Srisailam reservoir through two tunnels under the Nallamala hills, entirely by gravity.
Phase-I stores 10.70 TMC in the new Nallamala Sagar reservoir, irrigating about 1.19 lakh acres and supplying drinking water to nearly 4 lakh people.
It targets fluoride-affected and drought-prone areas of Prakasam, Nellore and Kadapa, delivering fluoride-free water to 1,657 habitations.
A lift irrigation scheme raises water mechanically, so it needs pumps, a power connection and a recurring electricity bill that never ends for the life of the project. Veligonda instead exploits the difference in elevation between the Srisailam foreshore and the command area: water enters at Kollamvagu, travels under the Nallamala hills through two tunnels, and arrives at Nallamala Sagar without being pumped once. The trade-off is entirely up front - the design requires long, large-diameter tunnels through hard and sometimes unstable rock, which is where the project's delays came from. During Tunnel-I's excavation a soft fault zone trapped the tunnel boring machine for about 16 months, and international tunnelling experts were brought in to resolve it using an overhead bypass tunnel together with resin and foam grouting.
Simple Analogy: It is the difference between carrying water uphill in buckets every day and digging one long channel that lets the water run downhill on its own for ever.

The intake is on the foreshore of the Srisailam reservoir on the Krishna river, at Kollamvagu. Water passes beneath the Nallamala hills - a range of the Eastern Ghats - into the new Nallamala Sagar reservoir, from where it serves the drought-prone belt of western Prakasam and adjoining parts of Nellore and Kadapa. The Krishna itself rises at Mahabaleshwar in Maharashtra and flows east through Karnataka and Telangana before entering Andhra Pradesh.
