On 15 September 2026, Mazagon Dock Shipbuilders Ltd (MDL) signed an MoU with National Shipbuilding and Heavy Industries Park Maharashtra Ltd (NSHIPML) for a greenfield shipbuilding cluster at Dighi, Raigad district, in the presence of Chief Minister Devendra Fadnavis.
The cluster involves about ₹27,000 crore of investment, targets at least 2 million gross tonnes of annual capacity and is expected to create around 90,000 jobs.
MDL is the anchor shipyard, committing about ₹15,000 crore and at least 1.2 million GT a year of its own capacity.
NSHIPML is a special-purpose company through which the Maharashtra Maritime Board and the Mumbai Port Authority are developing the cluster under the Centre's greenfield shipbuilding cluster plan.

Dighi is in Raigad district on Maharashtra's Konkan coast, opening onto the Arabian Sea south of Mumbai. Gujarat's Porbandar district hosts the other greenfield cluster approved in July 2026.
