The Indian Cyber Crime Coordination Centre (I4C) under the Ministry of Home Affairs launched two portals in June 2026: the Grievance Redressal Mechanism (GRM) and the Money Restoration Module (MRM).

  • 2

GRM addresses complaints of account holders whose bank accounts were frozen or put on lien during cybercrime probes; MRM helps fraud victims reclaim frozen or recovered money.

  • 3

The launch followed a review of the national cybercrime helpline 1930 chaired by Union Home Minister Amit Shah.

Both portals link police forces, banks and the National Cyber Crime Reporting Portal (NCRP).

  • Launched by: Indian Cyber Crime Coordination Centre (I4C), Ministry of Home Affairs (MHA)
  • Two portals: Grievance Redressal Mechanism (GRM) and Money Restoration Module (MRM)
  • Review meeting chaired by: Union Home Minister Amit Shah
  • National cybercrime helpline: 1930
  • Portals coordinate police, banks and the National Cyber Crime Reporting Portal (NCRP)
The I4C was approved by the Union Cabinet in October 2018 and set up under the Ministry of Home Affairs to provide a national framework for tackling cybercrime in a coordinated manner. It was formally dedicated to the nation by Home Minister Amit Shah in 2020 and is headquartered in New Delhi. The National Cyber Crime Reporting Portal (cybercrime.gov.in) was launched in 2019, and the Citizen Financial Cyber Fraud Reporting and Management System, backed by the helpline 1930, allows quick reporting and freezing of defrauded money before it leaves the banking channel.

Indian Cyber Crime Coordination Centre (I4C)

Apex coordination centre for combating cybercrime in India; operates the NCRP and helpline 1930

Head: Functions under the Cyber & Information Security (CIS) Division, MHAHQ: New Delhi
Cyber financial fraud often leads to genuine accounts being frozen or money getting stuck in inter-bank lien processes. GRM gives wrongly affected account holders a redressal channel, while MRM creates a transparent route for victims to recover frozen money, reducing dependence on individual police follow-ups and improving citizen trust in the 1930 ecosystem.
