Andhra Pradesh and Australia signed four Memoranda of Understanding at Amaravati on 2 August 2026.
The agreements cover clean energy, advanced manufacturing, inclusive education and student mental health, and skill development.
They involve institutions and agencies from both Andhra Pradesh and Australia.

Foreign affairs and treaty-making are Union List subjects, so an Indian state cannot conclude a treaty with a foreign government. What states can do is enter Memoranda of Understanding, which are statements of intent to cooperate rather than binding international agreements, in areas that fall within state competence such as education, skills, agriculture and industrial promotion. These are typically routed with the knowledge of the Ministry of External Affairs. The distinction matters: an MoU creates a framework for institutional cooperation and investment promotion, but it does not bind either government in international law.
Simple Analogy: It is the difference between two companies signing a contract and two departments agreeing to work together — the second sets direction without creating enforceable obligations.
