Four Lok Sabha replies tabled on 3 August 2026 by the Minister of State (Independent Charge) for Skill Development and Entrepreneurship set out the state of the Skill India Mission's training network, its ITI curriculum reform and its healthcare skilling.
The Periodic Labour Force Survey shows India's Labour Force Participation Rate for persons aged 15 and above easing marginally from 59.6 per cent in 2024 to 59.3 per cent in 2025.
Cumulative training numbers to 30 June 2026: 1,65,41,679 under PMKVY, 1,07,42,151 under the Craftsmen Training Scheme through ITIs, 52,98,397 under NAPS and 36,58,020 under Jan Shikshan Sansthan.
An independent evaluation of PMKVY 4.0 by the Arun Jaitley National Institute of Financial Management found the combined share of employed and self-employed short-term-training respondents rising from 26.6 per cent before training to 45.4 per cent after — an 18.8 percentage point gain.

The National Skills Qualification Framework organises qualifications into a series of eight levels, graded by professional theoretical knowledge, technical skill, employment readiness and entrepreneurship, breadth of learning outcomes and degree of responsibility. Every course offered through an ITI is placed at a level on this ladder — the new Semiconductor Technician and 5G Network Technician courses sit at NSQF level 4.5, for instance, while most one-year new-age courses sit at 3.5. The point of a level framework is portability: a qualification at a given level means the same thing regardless of which awarding body issued it, which is what allows movement between vocational and academic streams that NEP 2020 asks for. The approval chain runs from industry to regulator. NCVET recognises industry bodies as Awarding Bodies and Assessment Agencies; those bodies develop qualifications against demand and map them to occupations listed in the National Classification of Occupations, 2015; and NCVET then approves the qualification against the NSQF. That NCVET has approved 10,209 qualifications while only 2,975 remain active — 7,234 archived — is itself the story: the system is designed to retire qualifications as fast as it creates them. The revision cycle is the same idea applied to content. CTS curricula were revised once every five years; after NEP 2020 and under National Credit Framework guidelines they are revised once every three. In a trade like drone technology or semiconductor fabrication, a five-year cycle guarantees that a graduating cohort is trained on superseded equipment.
Simple Analogy: The NSQF is to skills what a common gauge is to railways — the track can be laid by different contractors, but a train certified for one stretch can run on any of it.
NEP 2020 is the reason ITI curricula moved to a three-year revision cycle and the reason the Apprenticeship Embedded Degree Programme exists — vocational and academic pathways are meant to be mutually convertible
The LFPR figure of 59.3 per cent for 2025 comes from the PLFS conducted by the National Statistics Office under MoSPI, the same survey that supplies India's unemployment and worker population ratios
