A diploma is only as portable as the trust other countries place in the system that issued it. When an electrician certified in one country moves to another, the receiving country has no independent way to judge what the certificate actually tested, so it either re-tests the worker or refuses the qualification altogether. Mutual Recognition of Qualifications is the agreement that removes that friction by mapping each country's qualification levels onto a comparable framework. It is one of the five education-track priorities under India's chairship, and it is also why the skills discussion at the BRICS-TCA symposium turned on verifiable digital credentials and common standards rather than on training volumes. The practical stake is labour mobility: some BRICS members have young and expanding workforces while others face structural labour shortages, and qualifications that travel are what convert that mismatch into an opportunity rather than a barrier.
