An improvement in Sex Ratio at Birth from 918 to 929 over eleven years is real but should be read carefully. Eleven points is meaningful movement on an indicator that resists change, since it reflects millions of private decisions rather than any single administrative action. But the figure comes from the Health Management Information System, which records institutional deliveries, so it measures births that reach the health system rather than every birth - and the natural biological ratio is around 950 girls per 1,000 boys, so 929 still indicates a deficit rather than a corrected balance. The education number is the stronger result: girls' Gross Enrolment Ratio at secondary level rising from 75.51 to 83.4 per cent is close to eight percentage points, and secondary is precisely the stage where girls historically dropped out. The structural point is the scheme's evolution. BBBP began in 100 districts chosen for poor Child Sex Ratio - a targeted intervention where the problem was worst - and has since been universalised to all districts as a component of Mission Shakti's SAMBAL vertical. Universalisation spreads a fixed budget thinner, so the trade-off is between depth in the worst-affected districts and presence everywhere, and that is the honest question to ask of the next round of data.
