The Appointments Committee of the Cabinet has granted one-year extensions to Cabinet Secretary T.V. Somanathan and Union Home Secretary Govind Mohan.
Somanathan, a 1987-batch IAS officer of the Tamil Nadu cadre, continues as Cabinet Secretary beyond 30 August 2026; he took charge on 30 August 2024, succeeding Rajiv Gauba.
Govind Mohan, a 1989-batch IAS officer of the Sikkim cadre, continues as Union Home Secretary beyond 22 August 2026.
Mohan's extension was granted by relaxing Fundamental Rule 56(d) and Rule 16(1A) of the All India Services (Death-cum-Retirement Benefits) Rules, 1958.
Before becoming Cabinet Secretary, Somanathan served as Finance Secretary and as Secretary in the Department of Expenditure.
The Cabinet Secretary is the senior-most civil servant in the country and heads the Indian Administrative Service, but the real weight of the post lies in coordination rather than command. The office runs the Cabinet Secretariat, which prepares the agenda for Cabinet meetings, records its decisions and follows up on their implementation across ministries. Because no single ministry can direct another, the Cabinet Secretary is the pivot through which inter-ministerial disputes are resolved and through which the Prime Minister's Office reaches into the permanent bureaucracy. The post is not a constitutional one — it derives from the Government of India (Allocation of Business) Rules and the Transaction of Business Rules — which is why its tenure is governed by service rules that the Appointments Committee of the Cabinet can relax, as it has here. Extensions of this kind are granted precisely because continuity at the apex of the bureaucracy is valued during a government's term.
Simple Analogy: If ministries are separate departments of a large firm, the Cabinet Secretary is the chief operating officer — not the owner of any department, but the one person who makes them work to a single plan.
