Low Earth Orbit, below 2,000 km, is where earth-observation, remote-sensing and most communications constellations operate - and it is also where decades of spent rocket stages, dead satellites and fragmentation debris have accumulated. Objects there travel at several kilometres per second, so even a fragment of a few centimetres carries enough kinetic energy to destroy a working satellite. A Collision Avoidance Manoeuvre is the response: when tracking data predicts a close approach, the operator fires thrusters to shift the satellite's path slightly. Each manoeuvre costs propellant, and propellant is what ultimately determines a satellite's working life, so 20 manoeuvres in a year is a real operational tax rather than a routine adjustment. The underlying fear is the Kessler syndrome - the scenario in which collisions generate debris that causes further collisions, cascading until an orbital band becomes unusable. Avoiding it requires two things: knowing where objects are, which is space situational awareness, and not adding new debris, which is mitigation. India is building both - MOTR and the Hanle telescope for tracking, and the Debris Free Space Mission for mitigation. The distinction in the Hanle telescope's specification matters: it tracks at geostationary altitude, roughly 36,000 km, where radar is impractical and optical observation is the only workable method.
