Traditional civil service training in India was largely rule-based: an officer was trained on procedures, and training entitlements attached to rank and service seniority rather than to the job actually being done. Mission Karmayogi's premise is that this mismatches capability to requirement - a Deputy Secretary handling public health needs different competencies from one handling procurement, regardless of identical grade. The role-based model instead defines the competencies each role demands across three categories - domain knowledge specific to the sector, functional skills such as procurement or data analysis, and behavioural attributes such as citizen-centricity - and then maps individuals to the learning they need. iGOT Karmayogi is the delivery layer for that idea: an online platform that any government employee can access rather than a residential course a few are nominated for, which is why registered users number in crores rather than thousands. The Capacity Building Commission sets standards and harmonises training across ministries, while Karmayogi Bharat, a Special Purpose Vehicle, runs the platform. The design bet is that scale plus self-directed learning reaches the vast middle and lower tiers of government employment that classroom training historically never touched.
