Synthetic drugs break that model. Mephedrone and amphetamine-type stimulants are manufactured from precursor chemicals in makeshift laboratories that need no land, no season and no proximity to a border, and the precursors themselves are often legitimate industrial chemicals with lawful uses. Detection therefore shifts from surveillance of fields and frontiers to recognising anomalies - unusual chemical purchases, unexplained solvent orders, odours and waste from a rented premises. That is exactly what 'Red Flag Indicators' are, and why the emphasis has been placed on sensitising beat constables, field officers and station house officers rather than only specialist agencies: the first person likely to notice a clandestine laboratory is the local policeman, not the Narcotics Control Bureau. The financial dimension follows the same logic - since the trade's profits must be laundered, financial investigation and preventive detention under the PITNDPS Act attack the enterprise rather than the consignment.
