SVAMITVA provides a Record of Rights to property owners in rural inhabited (abadi) areas using drone survey and Continuously Operating Reference Stations technology.
Drone survey has been completed in 3.30 lakh villages.
11,147 loans worth Rs 1,713 crore have been disbursed against SVAMITVA property cards.
The Ministry of Panchayati Raj implements the scheme with the Survey of India and State Governments.
Spatial data feeds Gram Manchitra, a GIS-based application enabling Gram Panchayats to prepare evidence-based Gram Panchayat Development Plans.
Indian land records historically documented agricultural land in detail, because that is what was taxed. The abadi area - the inhabited settlement where houses stand - was often left unsurveyed, so millions of rural families lived in homes they owned in every practical sense but could not prove on paper. That absence has two costs. Without a demarcated boundary, disputes between neighbours have no authoritative reference and end up in litigation. And without a title, the house cannot be pledged, so a family's single largest asset is economically inert - what is sometimes called dead capital. SVAMITVA attacks both by surveying abadi areas from the air. Drones photograph the settlement, and Continuously Operating Reference Stations - a network of fixed ground stations broadcasting satellite positioning corrections - anchor those images to real-world coordinates with centimetre-level accuracy, which is what makes the resulting map legally usable rather than merely indicative. The output is a property card constituting a Record of Rights. The loan figure is the test of whether the theory works: 11,147 loans worth Rs 1,713 crore is proof of concept, though modest set against 3.30 lakh villages surveyed - conversion from title to credit is clearly the slower half of the process.
Simple Analogy: The farm was always on the map and the house never was - SVAMITVA finally draws the house, so it can be used as collateral rather than just lived in.
Give Gram Panchayats a GIS-based spatial view of village assets for evidence-based planning.
Key: Visualises habitation areas, roads, public infrastructure, natural resources, water bodies and community assets on a digital map, integrating SVAMITVA spatial data with governance data.
The annual development plan each Gram Panchayat prepares.
Key: Gram Manchitra supports GPDP preparation by identifying infrastructure gaps, prioritising works, guiding asset creation, monitoring projects and enabling convergence of resources across schemes.
Ensure ownership records are finalised fairly and accurately.
Key: A transparent process run before records are finalised, which is what gives the property card its legal standing.
