The Union Minister of State (Independent Charge) for Science and Technology, Dr Jitendra Singh, called for greater private sector participation in India's biotechnology ecosystem at a meeting with senior officials of the Biotechnology Industry Research Assistance Council (BIRAC) in New Delhi.
The BIRAC Research, Development and Innovation Fund (BIRAC-RDIF) is a component of the Government's Rs 1 lakh crore RDI Fund, launched by the Prime Minister on 3 November 2025, managed by the Anusandhan National Research Foundation and the Department of Science and Technology, with BIRAC as Second Level Fund Manager for biotechnology.
BIRAC-RDIF supports high-risk, technology-intensive projects across Technology Readiness Levels 4 to 9, with assistance of Rs 5 crore to Rs 200 crore covering up to 50% of project cost, through collateral-free long-term loans, equity and hybrid instruments.
The first National Call for Proposals was launched on 13 February 2026; 198 applications have been received, screening of the first 50 is complete and eight Eligible Technology Entities have been selected on the Investment Committee's recommendation and are undergoing due diligence.
India hosts more than 1,700 Global Capability Centres employing around 1.9 million professionals; BIRAC will map life sciences GCC requirements and connect them with BioE3 bio-foundries, bio-incubators and startups, and has proposed a BIRAC Startup Investor Connect platform.
Technology Readiness Level is a nine-point scale describing how far a technology has travelled from idea to market. TRL 1 to 3 covers basic principles, concept formulation and early proof of concept — laboratory work that research grants have always funded. TRL 9 is a proven system operating in its final form in a real environment. The gap in between, roughly TRL 4 to 7 where a validated laboratory result must become a working prototype and then a manufacturable product, is the stage venture capital finds too risky and research grants do not cover. It is known in innovation policy as the 'valley of death', and Indian biotechnology has lost a great many promising results in it. BIRAC-RDIF is deliberately aimed at exactly this band. That is also why its instruments are unusual for a government science programme: collateral-free long-term loans, equity and hybrid instruments rather than grants. A grant funds research; a loan or equity stake funds a business, and requires the recipient to build one. The 50% cap on project cost forces the promoter or a co-investor to bring the other half, which is the mechanism by which public money is meant to pull private money in rather than substitute for it.
Simple Analogy: Research grants build the bridge from the bank to the middle of the river. Venture capital builds it from the far bank inward. RDIF funds the span in the middle that neither will pay for.
