Four Saras Dairy plants costing Rs 274 crore in total became operational at Bhilwara, Jaipur, Pali and Rajsamand, and four district cooperative banks were launched at Phalodi, Balotra, Didwana-Kuchaman and Pratapgarh offering crop loans at zero percent interest.
Rs 152 crore was transferred through DBT under the Chief Minister's Crop Insurance scheme and over Rs 667 crore to 67 lakh farmers under the Mukhyamantri Kisan Samman Nidhi at Rs 1,000 per farmer.

The bottom tier is the village dairy cooperative society, where individual milk producers pool their milk. The middle tier is the district cooperative milk producers' union, which owns the chilling and processing plants. The top tier is the state cooperative dairy federation, which markets under a single brand - Saras in Rajasthan, as Amul is in Gujarat. Because ownership runs upward from the producer, the processing margin returns to the milk producer rather than to a middleman, which is why announcements of processing capacity (the 3-lakh-litre Alwar plant) and of payment cycles (a seven-day payment cycle for Saras producers) are treated as producer-income measures rather than as industrial announcements.
Simple Analogy: The farmers own the dairy the way shareholders own a company - the plant is not a buyer standing across the table from them, it is their own plant, so its profit comes back to them as a better milk price.

The 97th Constitutional Amendment Act, 2011 inserted the right to form cooperative societies into Article 19(1)(c), added Article 43B as a Directive Principle on promoting cooperatives, and added Part IXB. In Union of India vs Rajendra N. Shah (2021) the Supreme Court struck down Part IXB in so far as it applied to cooperative societies within states, holding that cooperatives are a State List subject, leaving it valid for multi-state cooperatives - which is exactly why a Union ministry works through state federations like RCDF rather than directly.
The percentage MSP increases quoted for bajra, jowar, cotton, mustard and wheat run through the CACP-CCEA route: CACP recommends for 23 crops, CCEA decides. The 2018 announcement of MSP at 1.5 times cost refers to the A2+FL cost concept, not the comprehensive C2 cost that farmer bodies demand - a standard distinction in questions on MSP.
The Chittorgarh address traced the Ministry of Tribal Affairs to 1999; the same lineage carries EMRS (since 1997-98), Janjatiya Gaurav Diwas on 15 November (Birsa Munda's birth anniversary) and the tribal sub-plan or ST component of the budget.
