The Election Commission of India held its second regional conference on 'Electoral Literacy Clubs (ELC 2.0) and ECINET' at Lucknow on 24 August 2026, addressed by Chief Election Commissioner Shri Gyanesh Kumar before students and teachers from schools and colleges across Uttar Pradesh.
ELC 2.0, carrying the tagline 'Learn Democracy. Lead Democracy.', reimagines Electoral Literacy Clubs as structured, visible and digitally enabled platforms across schools, colleges and universities, running year-round activities and networked through a dedicated ELC portal on the ECINET digital platform.
The CEC said elections in India are conducted strictly as per the Constitution, the law and ECI instructions, transparently and under the concurrent audit of political parties, candidates or their representatives at every stage; the initiative targets an ecosystem of roughly 15 lakh schools with nearly 25 crore students and over one crore teachers, and about 1,500 universities and 70,000 higher education institutions with an estimated enrolment of 4.33 crore.
Educate citizens, electors and voters about the electoral process so as to raise awareness and turnout, with interventions designed to each state's socio-economic, cultural and demographic profile and its past turnout record

Vests the superintendence, direction and control of elections in the Election Commission of India and provides for its composition; Article 324(5) protects the CEC by providing that he shall not be removed from office except in like manner and on like grounds as a Judge of the Supreme Court, and that other Election Commissioners shall not be removed except on the recommendation of the CEC.
Governs appointment of the CEC and ECs. The President appoints on the recommendation of a Selection Committee comprising the Prime Minister as chairperson, the Leader of the Opposition in the Lok Sabha, and a Union Cabinet Minister nominated by the Prime Minister; a Search Committee headed by the Cabinet Secretary shortlists five names. Term is six years or until the age of 65, whichever is earlier, with no reappointment; salary is on par with a Judge of the Supreme Court. It replaced the Election Commission (Conditions of Service of Election Commissioners and Transaction of Business) Act, 1991, and followed the Supreme Court's 2023 ruling that the appointment should not rest with the executive alone.
The 1950 Act deals with allocation of seats and preparation of electoral rolls - the subject matter ELCs teach; the 1951 Act governs the actual conduct of elections, qualifications and disqualifications of candidates, and corrupt practices.
Provides that elections to the Lok Sabha and state legislative assemblies shall be on the basis of adult suffrage, with every citizen not less than 18 years of age entitled to be registered - the voting age was lowered from 21 by the 61st Constitutional Amendment Act, 1988.
Observed on 25 January each year since 2011, marking the ECI's foundation day in 1950; ELCs and Chunav Pathshalas were themselves instituted on National Voters' Day in 2018, and new electors are handed their EPIC at NVD functions.
One of the apps folded into ECINET, cVIGIL lets any citizen report a Model Code of Conduct violation with geo-tagged photo or video, with a 100-minute response commitment - an example of the citizen-participation logic ELCs are meant to build.
The Supreme Court held that CEC and EC appointments should not be made by the executive alone and prescribed an interim committee including the Chief Justice of India; Parliament then enacted the 2023 Act with a Union Cabinet Minister in place of the CJI - a standing question on the independence of constitutional bodies.
The conference's host state is India's largest by electorate and sends 80 members to the Lok Sabha, which is why a regional ELC conference and a BLO interaction there carry disproportionate reach.
