Tamil Nadu announced the Annapoorani scheme in the State Assembly on 24 August 2026, giving eligible families the cost of three domestic LPG cylinders a year, reimbursed directly into bank accounts.
Families with annual income up to Rs 2.5 lakh qualify; about 1.30 crore families are expected to benefit, at an estimated annual outlay of about Rs 4,000 crore.
The scheme is to be launched on Pongal in January 2027. The same announcement expanded free bus travel for women and transgender persons under Vettri Payanam Thittam from 2 October 2026.
Annapoorani does not lower the price a household pays at the point of purchase. The household buys the cylinder at the market rate and the state later credits the cost to its bank account. This is the direct benefit transfer model, and it changes the administrative problem: instead of reimbursing distributors and policing diversion of subsidised stock, the government must maintain an accurate beneficiary register linked to verified bank accounts, and the household must be able to fund the purchase upfront. The trade-off is standard in Indian subsidy design - DBT reduces leakage and diversion but shifts a working-capital burden onto the poorest beneficiaries and depends on the quality of the eligibility database.
Simple Analogy: It is the difference between a shop giving you a discount at the counter and the shop charging full price while someone later transfers the discount into your bank account. You end up equally well off only if you had the full amount to pay in the first place.
