The inaugural meeting of the India-Kuwait Joint Defence Committee (JDC) was held in New Delhi on 28 August 2026, with both sides agreeing to deepen cooperation in training, military exercises, military medicine, staff talks, the defence industry and research and development.
The JDC operationalises the Memorandum of Understanding on Defence Cooperation signed during the Indian Prime Minister's visit to Kuwait in December 2024, the same visit on which the relationship was upgraded to a Strategic Partnership.
The meeting was co-chaired by Joint Secretary Amitabh Prasad and Brigadier General Raed Alsakran, who led a five-member Kuwaiti delegation; the Indian side drew members from the three Services, the Department of Defence Production, DRDO, the Armed Forces Medical Services and the Ministry of External Affairs.
The Kuwaiti delegation laid a wreath at the National War Memorial and visited DPSU Bhawan in New Delhi for discussions with Indian defence industry representatives, with a further industry interaction scheduled for the second day.
Regional intergovernmental organisation of six Arab states of the Persian Gulf — Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, Bahrain and Oman — promoting cooperation in political, economic, defence, security, social and cultural fields. Its Charter was signed on 25 May 1981 in Abu Dhabi. India engages the bloc collectively through the India-GCC Joint Action Plan and individually through bilateral partnerships of the kind seen here.
The Ministry of Defence's research and development arm, present in the Indian delegation because R&D is one of the agreed cooperation areas. Its participation, alongside the Department of Defence Production and the visit to DPSU Bhawan, signals that India is pitching defence exports and co-development, not only training exchanges.
The national memorial to Indian armed forces personnel killed in conflicts since Independence, located near India Gate in New Delhi. Wreath-laying there is the standard opening protocol for visiting foreign military delegations.
Kuwait sits at the head of the Persian Gulf in West Asia, with a coastline on the Gulf to its east. It has just two land neighbours — Iraq to the north and Saudi Arabia to the south — which is what made it strategically exposed in 1990 and is why its security relationships matter to it. Its area is about 17,818 sq km, making it one of the smaller states of the region. Kuwait City is the capital and largest city. Its offshore islands include Bubiyan, Warbah and Failaka. Kuwait was a founding member of OPEC in 1960, and hydrocarbons remain the basis of its economy and of its energy trade with India.
India engages the Gulf both bilaterally and through the GCC. Kuwait chaired the GCC at the time of the December 2024 visit and backed deepening the India-GCC Joint Action Plan covering health, trade, security, agriculture and food security, transport, energy and culture.
The Indian community is the largest expatriate community in Kuwait, which makes consular protection, labour mobility agreements and evacuation planning permanent features of the relationship — and gives India a stake in Gulf stability quite apart from oil.
Kuwait, an OPEC founding member of 1960, is a long-standing crude supplier to India. West Asian defence diplomacy and India's energy import basket are two faces of the same policy.
The DPSU Bhawan visit and the industry interaction fit the government's target of expanding defence exports; Gulf states are a priority market for Indian systems in the artillery, coastal surveillance and small-arms categories.
India runs similar standing committees or joint working groups with several partners. Learn the pattern: an MoU sets the framework, a joint committee gives it a calendar, and exercises and equipment deals follow.
