The Union Cabinet approved the PARIVARTAN Scheme on 3 June 2026 to replace over 2 lakh trucks and buses meeting Bharat Stage IV or earlier emission norms, registered in Delhi and the NCR districts of Haryana, Rajasthan and Uttar Pradesh, with BS-VI or stricter vehicles or electric vehicles.
The scheme carries a total outlay of ₹9,585 crore, including ₹5,041 crore of central budgetary support; it is funded through the National Capital Region Planning Board under the Ministry of Housing and Urban Affairs and implemented by the Ministry of Road Transport and Highways.
Buyers get a package of incentives — 5% interest savings on vehicle loans for five years, a 100% road tax waiver for ten years with full registration fee waiver, and at least an 8% discount on ex-showroom price from participating manufacturers.
Buyers of BS-VI diesel or CNG vehicles also receive monthly fuel vouchers of ₹1,200 to ₹4,800 for five years, while electric vehicle buyers instead get a one-time incentive of ₹64,000 to ₹2.56 lakh.
Since its launch on 14 July 2026, more than 1,300 beneficiaries had registered on the PARIVARTAN portal as on 27 August 2026, with 42 banks and NBFCs onboarded for interest subvention and MoUs signed with 15 auto manufacturers.
Bharat Stage norms are the Indian standards limiting the release of air pollutants — oxides of nitrogen, carbon monoxide, hydrocarbons, particulate matter and oxides of sulphur — from vehicles with internal combustion engines. They are modelled on European standards and tighten with each stage. India's most consequential decision here was to skip BS-V entirely: rather than move to BS-V around 2021 and BS-VI around 2024, the government leapfrogged straight from BS-IV to BS-VI, mandating that only BS-VI vehicles be manufactured, sold and registered from 1 April 2020. The jump is what makes PARIVARTAN's targeting coherent — every truck and bus in the covered fleet built to BS-IV or earlier is at least a full generation behind, and there is no intermediate category to worry about. The norms apply across cars, trucks, buses, three-wheelers and two-wheelers.
Simple Analogy: The stages work like tightening speed limits on emissions rather than on speed: each new stage lowers the maximum a vehicle may legally emit, and older vehicles built to a looser limit stay dirty for the rest of their working lives.
