India's total telephone subscriber base stood at 1,354.28 million at the end of July 2026 — 1,306.27 million wireless and 48.01 million wireline — after a net addition of 6.20 million in the month, a monthly growth rate of 0.46%.
Broadband subscribers numbered 1,094.48 million including Machine-to-Machine (M2M) cellular mobile connections and 1,005.72 million excluding them; overall tele-density with M2M connections was 94.68%, made up of 154.12% urban and 61.05% rural tele-density.
In July 2026, 15.98 million subscribers submitted Mobile Number Portability requests, and active wireless subscribers on the date of peak Visitor Location Register stood at 1,204.01 million.
Tele-density is the number of telephone connections per 100 people, so it can exceed 100% wherever people hold more than one SIM — which is exactly why urban tele-density reads 154.12% while rural reads 61.05%. It is a count of connections, not of people connected, and the gap between those two ideas is the single most misread thing in this data. Machine-to-Machine (M2M) cellular connections are SIMs installed in devices rather than handsets — vehicle trackers, smart meters, point-of-sale terminals, industrial and Internet-of-Things sensors — which is why the release reports every headline figure twice, with and without M2M. The 88.76 million gap between 1,094.48 million broadband subscribers with M2M and 1,005.72 million without it is precisely the machine, not human, part of the network. The wireless base also includes Fixed Wireless Access (FWA) subscribers, where a home gets its broadband over a mobile network rather than a cable. Finally, active subscribers are counted on the date of peak Visitor Location Register — the VLR being the temporary database that records which subscribers are currently present in a network area — so it measures SIMs actually in use, always lower than the 1,306.27 million wireless connections on the books.
Simple Analogy: Total subscribers are the number of keys issued; peak VLR is the number of keys someone actually turned in a lock that month. Tele-density above 100% simply means the average city resident is carrying more than one key.
Statutory regulator of the telecom sector, established on 20 February 1997 under the TRAI Act, 1997. It regulates tariffs, fixes quality-of-service standards and compiles the monthly telecom subscription data from returns filed by Telecom Service Providers. It consists of a Chairperson, two whole-time members and two part-time members, all appointed by the Government of India.
Adjudicatory body created by the 2000 amendment to the TRAI Act, which took the dispute-settlement and appellate functions away from TRAI so that the regulator and the adjudicator would be separate. Rural tele-density of 61.05% against 154.12% urban is the statistical form of the digital divide that BharatNet — optical fibre to gram panchayats — and the National Broadband Mission 2.0 exist to close.
MNP was introduced in India on 20 January 2011, initially only within a telecom circle, and became nationwide on 3 July 2015. The 15.98 million requests in a single month are a standing measure of competitive churn.
UPI volumes, DBT transfers and Aadhaar authentication all ride on this subscriber base; a question on India's digital economy usually assumes the tele-density numbers behind it.
The M2M line in the table is the IoT economy showing up in official statistics — smart meters, vehicle trackers and industrial sensors counted as cellular connections.
