The 11th Eastern Economic Forum was held at Vladivostok from 1 to 4 September 2026 under the theme 'The Far East: Development for the Benefit of People'.
President Vladimir Putin addressed the plenary session on 3 September; he established the forum in 2015 and it has been held annually at Vladivostok since.
The forum exists to draw investment into the Russian Far East and widen Russia's economic cooperation across the Asia-Pacific.
The Russian Far East borders the Pacific and Arctic oceans and five countries, spans four time zones, and holds about a third of Russia's coal reserves and hydro resources.
India's engagement dates to the 5th EEF in 2019, when Prime Minister Narendra Modi attended as chief guest, announced a $1 billion line of credit and agreed the Chennai-Vladivostok sea link.
India's engagement with the Russian Far East was launched at the 5th EEF in September 2019, when Narendra Modi became the first Indian Prime Minister to attend, as chief guest, and announced a $1 billion line of credit for the region — the take-off point for the Act Far East policy.
Agreed at the same forum, the sea link is designed to cut transit between eastern India and the Russian Far East from about 40 days to 24, shortening the route for coking coal, crude and fertilisers.
The Far East holds about a third of Russia's coal reserves and hydro resources along with oil, gas, gold and diamonds — the resource base behind Indian public sector investments in Russian hydrocarbon projects.
Act Far East is a distinct northward extension of India's Act East policy, which is directed at Southeast Asia and the wider Indo-Pacific. Examiners test the two as a pair.
The Russian Far East occupies the easternmost stretch of Russia, from the Arctic coast down to the Sea of Japan, with Vladivostok as its principal port near the point where Russia, China and North Korea meet. It faces Japan across the Sea of Japan and the United States across the Bering Strait, and it is the only part of Russia bordering both the Pacific and the Arctic oceans.
