The Centre informed the Rajya Sabha on 27 July 2026 that the Detailed Project Report (DPR) for Gujarat's Kalpasar Project is at an advanced stage of finalisation.
Kalpasar (Gulf of Khambhat Development Project) proposes a 64-km dam across the Gulf of Khambhat to create one of the world's largest coastal freshwater reservoirs, storing water from the Sabarmati, Mahi, Dhadhar, and Narmada rivers.
The reservoir would have a gross storage capacity of 13,000 MCM, larger than the Sardar Sarovar Dam's 9,460 MCM, and could irrigate about 10 lakh hectares across nine Saurashtra districts.
The project also proposes a highway-rail corridor cutting the Bhavnagar-Surat distance by about 179 km, and 2,470 MW of hybrid renewable energy capacity, with the Netherlands providing technical expertise.
