Before ONOS, individual colleges, universities and state consortia separately negotiated and paid for journal access, leaving many smaller institutions priced out. ONOS replaces this with one national subscription, centrally funded and centrally negotiated by INFLIBNET, so any eligible institution gets the same access regardless of its own budget.
Simple Analogy: Like a single national family plan for research journals that the central government buys once for the whole country, instead of every college paying separately for its own subscription.
