The three pillars named by the Secretary give the clearest frame: the Merchant Shipping Act, 2025 recognising seafarers as Key Workers, the Maritime Amrit Kaal Vision 2047, and the principle of Minimum Government, Maximum Governance. The 'Key Worker' recognition matters practically rather than symbolically — it is the status that underpins claims to crew change, repatriation and shore leave when global disruptions strand crews at sea, which is precisely the situation DGMA described in coordinating the return of more than 4,000 stranded Indian seafarers. The workforce numbers explain the urgency: an active seafarer population that has more than tripled from about 1.03 lakh in 2013 to over 3.23 lakh in 2025 cannot be serviced through physical offices, and E-Samudra's shift to what the DGMA called Digital First and Faceless Governance is intended so that a seafarer on board a vessel can access government services as readily as someone ashore. Two inclusion initiatives were also highlighted — Sagar Mein Yog for physical and mental wellbeing, and Sagar Mein Samman for women seafarers.
