In a written reply in the Lok Sabha, the Ministry of Education stated that applications received under the National Institutional Ranking Framework rose from 6,272 in 2021 to 14,163 in 2025, while unique participating institutions rose from 4,030 to 7,692 over the same period.
The number of Indian institutions appearing in the QS World University Rankings increased from 11 in QS WUR 2015 to 52 in QS WUR 2027.
NIRF was launched in 2015 for the annual ranking of Indian higher education institutions, published as the India Rankings, on five broad parameters.
The Government has established 43 new premier institutes since 2014, including seven IITs, eight Central universities and nine IIMs; IIM Guwahati was inaugurated in February 2026 as the 22nd IIM with Rs 555 crore allocated for its first five years.
In May 2025 the Government approved capacity expansion, including Research Parks, at five newer IITs — Tirupati, Palakkad, Bhilai, Jammu and Dharwad — with a total outlay of Rs 11,828.79 crore.
These are two different quality instruments and exams exploit the confusion. NIRF ranks institutions against one another on a score built from five parameters and publishes an ordered list — the India Rankings — annually, and participation is voluntary. NAAC accredits: it assesses whether an institution meets defined quality benchmarks and awards a grade with a CGPA, which is a threshold judgment rather than a league table. An institution can be accredited without ever appearing in NIRF, and NIRF ranks in category-wise lists (Overall, Universities, Engineering, Management, Medical, Law, Pharmacy, Architecture, Dental, Research, Innovation, Agriculture, Skill and others) rather than a single national list. Among the five NIRF parameters, Teaching, Learning and Resources carries the highest weightage at 30%, matched by Research and Professional Practices, with Graduation Outcomes next and Outreach and Inclusivity and Peer Perception the smallest.
Simple Analogy: NAAC is the driving licence — you either meet the standard or you do not. NIRF is the race result — everyone who enters gets a position.
