Mining in India is governed by the Mines and Minerals (Development and Regulation) Act, 1957, under which mineral concessions are granted through transparent auctions rather than discretionary allotment. The National Mineral Exploration and Development Trust, created under the same framework, partially reimburses exploration costs to licence holders - which matters for critical minerals, where much of the risk sits in the exploration stage before anyone knows whether a block is commercially viable. The Patna programme therefore ran a dedicated NMEDT session alongside the roadshow, and a technical workshop on mineral exploration planning, execution and reporting built around the Geological Survey of India's National Geoscience Data Repository.

Critical minerals are the inputs that clean energy and advanced manufacturing depend on: rare earth elements for permanent magnets in wind turbines and electric motors, graphite for battery anodes, gallium for semiconductors, vanadium for grid-scale storage and high-strength steel, titanium and tungsten for defence and aerospace alloys. India imports most of them, so their supply chains are treated as a national planning concern rather than an ordinary commodity trade. Auctioning blocks in tranches, and taking roadshows to state capitals such as Patna, is the government's method of pulling private capital into a segment that domestic industry has historically avoided because exploration is slow, expensive and often unsuccessful.
