The Election Commission of India launched Electoral Literacy Clubs 2.0 at a conference on 'Electoral Literacy Clubs and ECINet' at Gyan Bhawan, Patna, addressed by Chief Election Commissioner Gyanesh Kumar.
ELC 2.0 recasts the clubs as structured, digitally enabled and year-round platforms in schools, colleges and universities, running on a dedicated ELC portal within the ECINet digital platform; a new logo and the tagline 'Learn Democracy. Lead Democracy.' were unveiled.
The CEC also met Booth Level Officers at the Rajgir International Convention Centre, Nalanda, during a two-day Bihar visit on 16-17 August 2026 that included field visits in Madhubani, Vaishali and Nalanda.
Build a participative democracy by spreading voter awareness and electoral literacy so that citizens both register and vote with informed choice.
Key: Launched in 2009, it is the ECI's flagship voter education programme and the umbrella under which Electoral Literacy Clubs, campus ambassadors and voter awareness forums operate.
Give students and future voters hands-on familiarity with registration, polling, counting and the working of the Election Commission.
Key: First formed on National Voters' Day in 2018 in educational institutions; ELC 2.0 relaunches them as structured, visible and digitally enabled platforms with continuous year-round activity that reaches families and communities, not only classrooms.
Give every stakeholder a single interface for election services 'from roll to poll' instead of a scattered set of apps.
Key: Envisaged by CEC Gyanesh Kumar at the Conference of Chief Electoral Officers in March 2025 and announced on 4 May 2025, it subsumes over 40 earlier ECI applications and websites, including the Voter Helpline App, cVIGIL, Saksham, the Voter Turnout app and Know Your Candidate.
Mark the Commission's foundation and enrol new voters turning 18, with a public commitment to informed and ethical voting.
Key: Observed on 25 January each year - the anniversary of the Election Commission's establishment on 25 January 1950 - and the occasion on which Electoral Literacy Clubs were first launched in 2018.
A constitutional body vested by Article 324 with the superintendence, direction and control of the preparation of electoral rolls and the conduct of elections to Parliament, the State Legislatures, and the offices of President and Vice-President. Elections to local bodies are conducted by State Election Commissions, a separate constitutional creation - the ECI has no role there.
A 1988-batch Kerala cadre Indian Administrative Service officer, appointed Election Commissioner on 15 March 2024 and elevated as CEC on 19 February 2025, succeeding Rajiv Kumar. He is the first CEC appointed under the Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023.
The Commission's field-level functionary for the polling area, responsible for roll revision and verification of field information so that the electoral roll stays accurate at booth level. BLOs are appointed under Section 13B(2) of the Representation of the People Act, 1950, from among government, semi-government and local body officers, by District Election Officers in consultation with Electoral Registration Officers. The post was introduced in August 2006.
Vests superintendence, direction and control of elections to Parliament, State Legislatures and the offices of President and Vice-President in the Election Commission of India, and provides for the appointment of the CEC and other Election Commissioners by the President.
Deals with the preparation and revision of electoral rolls, the allocation of seats and the qualification of voters. Section 13B(2) is the provision under which Booth Level Officers are appointed - the reason the BLO belongs to the roll-making side of the Commission's work rather than the polling side.
The companion statute, dealing with the actual conduct of elections, qualifications and disqualifications of candidates, corrupt practices and election disputes. The 1950/1951 split is a standing exam distinction.
Provides that the President appoints the CEC and Election Commissioners on the recommendation of a Selection Committee comprising the Prime Minister, a Union Cabinet Minister nominated by the Prime Minister, and the Leader of the Opposition in the Lok Sabha, working from a panel of five names shortlisted by a Search Committee headed by the Cabinet Secretary. Appointees must be serving or former officers of Secretary rank; total service as Election Commissioner and CEC combined cannot exceed six years, and a CEC cannot be reappointed.
The Supreme Court, stressing that the impartiality of the ECI is essential to free and fair elections, prescribed an interim selection committee of the Prime Minister, the Leader of the Opposition and the Chief Justice of India until Parliament legislated. The 2023 Act then replaced the CJI in that committee with a Union Cabinet Minister nominated by the Prime Minister - the change at the centre of the debate over the Commission's independence.
Created by Articles 243K and 243ZA to conduct panchayat and municipal elections; they are constitutionally distinct from the ECI, and a question that hands local body elections to the ECI is testing exactly this.
The 61st Constitutional Amendment of 1988 lowered the voting age from 21 to 18, which is what makes school and college students the natural constituency for electoral literacy work.
The CEC can be removed only in the manner and on the grounds applicable to a Supreme Court judge; other Election Commissioners can be removed only on the CEC's recommendation - an asymmetry regularly cited in debates on the Commission's independence.
One of the apps folded into ECINet, it lets citizens report Model Code of Conduct violations with geo-tagged evidence for time-bound action - the citizen-participation counterpart to electoral literacy.
Roll revision is the work BLOs actually do on the ground, which is why the CEC's meeting with BLOs sits in the same visit as a literacy launch - accurate rolls and informed voters are the two halves of the same claim to credibility.
