In an ordinary sequence there is one clearly largest event - the main shock - followed by aftershocks that decay in size and frequency. A swarm has no such hierarchy: many events of broadly comparable magnitude strike a small area over days or weeks, sometimes running into the thousands, without any one of them standing out as the main shock. Because stored strain is being let out in small instalments from several points rather than in one large rupture, the individual events are usually low in magnitude. The distinction matters for public communication: the absence of a main shock is a description of what has happened so far, not a guarantee about what will follow.
Simple Analogy: A main shock with aftershocks is a dam bursting and then dripping. A swarm is a hundred small leaks opening across the same wall, none of them the burst.
