Union Finance Minister Nirmala Sitharaman chaired the 3rd meeting of the Apex Monitoring Authority of the National Industrial Corridor Development and Implementation Trust (NICDIT) in New Delhi on 17 August 2026.
The National Industrial Corridor Development Programme now covers 20 approved projects across 13 States and 7 industrial corridors, with four industrial smart cities — Dholera, Shendra-Bidkin, Greater Noida and Vikram Udyogpuri — in the production stage.
469 plots covering about 5,348 acres have been allotted, carrying investment potential of around Rs 2.21 lakh crore and employment potential of about 1.29 lakh persons; 134 units are in production and 95 under construction.
The Authority reviewed the rollout of Bharat Audyogik Vikas Yojana (BHAVYA), which envisages 100 investment-ready plug-and-play industrial parks; 87 State applications were received against up to 20 projects proposed for approval in the first round.
Commerce and Industry Minister Piyush Goyal called for BHAVYA appraisal to be aligned with PM GatiShakti and for industrial nodes to offer plug-and-play infrastructure, flatted factories and worker housing.

The bottleneck in Indian manufacturing investment is often not capital but the interval between an investment decision and the first unit of production — the time taken to acquire land, secure power and water connections, obtain statutory clearances and build internal roads. A plug-and-play park compresses that interval by completing all of it before the investor arrives: serviced plots with assured utilities, pre-obtained clearances, and in some cases flatted factories, which are multi-storey buildings offering ready floor space to smaller units. Delivering this requires a body that can actually exercise planning and municipal powers on the site, which is where project Special Purpose Vehicles come in — joint ventures of the Centre and the State that hold the land and build the infrastructure. The recurring problem, raised at this meeting by the NITI Aayog Vice-Chairman, is that States often do not delegate adequate planning, development and municipal powers to these SPVs, leaving them dependent on multiple State agencies for routine decisions and slowing exactly the timeline the model exists to compress.
Simple Analogy: A conventional industrial plot is bare land with a title deed; a plug-and-play park is a furnished office where you connect your laptop and start work.
GatiShakti (13 October 2021) plans the hard infrastructure and the National Logistics Policy (17 September 2022) reforms the soft side — processes, services, digitisation and skilling. Industrial corridors are where both are meant to land on the ground.
Industrial corridors run through State land and depend on State clearances, so the Centre's instrument is the joint-venture SPV. The repeated call to devolve planning and municipal powers to these SPVs is a Centre-State coordination question as much as an infrastructure one.
The Commerce Minister linked corridor marketing to opportunities from India's FTAs and to country- and sector-specific industrial enclaves — a reminder that industrial land policy and trade policy are being pursued as one strategy.
