De-notified communities are groups that colonial law once listed as 'criminal tribes', subjecting entire communities to registration, surveillance and restrictions on movement; they were de-notified after Independence when that law was repealed, but the stigma and the absence of settled land, documents and voter rolls outlived it. Nomadic communities move as a way of life, and semi-nomadic communities move seasonally between a base and a place of work. What all three share is administrative invisibility: welfare delivery in India is built around a fixed address, and a household without one falls out of the survey that decides entitlements. That is the gap SEED addresses, which is why it delivers through existing national programmes rather than building parallel machinery — Ayushman Bharat for health cover and Pradhan Mantri Awas Yojana for housing.
