A draft interim Teesta water-sharing agreement finalised in 2011 would have given India 42.5 per cent and Bangladesh 37.5 per cent of the lean-season flow between December and March, leaving the balance for the river itself. It was never signed because West Bengal objected, and the issue has stayed open ever since. Bilateral water questions are handled through the India-Bangladesh Joint Rivers Commission, constituted in 1972, which covers the 54 rivers the two countries share. The Ganga Water Sharing Treaty, signed on 12 December 1996 for 30 years, is due to expire in December 2026, so this review lands in the middle of a broader renegotiation of the water relationship.

The Teesta rises in Sikkim, crosses the West Bengal plains and enters Bangladesh, and both countries depend on it for irrigation, flood control and dry-season supply. Bangladesh's Prime Minister Tarique Rahman has made the Teesta Barrage Master Plan a priority and, during a visit to China in June 2026, secured assurances of Chinese assistance for Teesta restoration and management, covering flood prevention, irrigation, river transport and dry-season water availability. China maintains that its involvement will not harm any third party. For India, a Chinese footprint on a river flowing past the narrow Siliguri Corridor makes basin management a strategic question as much as a hydrological one, which is why the committee's mandate stretches from siltation and barrage repair all the way to climate resilience.
