Digital Bharat Nidhi signed an agreement with the Government of Chhattisgarh on 18 August 2026 at Sanchar Bhawan, New Delhi, for the Amended BharatNet Programme under the State-led model.

The Amended BharatNet Programme therefore specifies ring topology for Gram Panchayat connectivity, and the Chhattisgarh agreement's first component is precisely the conversion of 4,048 Phase I panchayats from linear to ring.
