A notifiable disease is one that the law requires doctors and health facilities to report to a designated government authority whenever a case is suspected or confirmed. The purpose is surveillance rather than punishment: only when every case reaches a central register can the state see where the burden actually falls, forecast how much anti-snake venom each district needs, and judge whether treatment is reaching victims in time. Snakebite has historically been badly under-counted in India precisely because most bites happen in rural areas and many victims never reach a facility that records them.

Health Minister Prakash Abitkar has stressed the 'golden hour' of 60 minutes after a bite, and the notification makes treatment as per Central or state guidelines mandatory. That combination matters more than it sounds: snakebite deaths in India are rarely caused by a shortage of anti-snake venom in the country as a whole, but by the venom not being where the victim is within the hour. Compulsory reporting is what turns anecdote into a district-wise stock plan. The state has also previously considered setting up a regional snake venom bank, and district authorities are now to run awareness drives on prevention, first aid and prompt referral.
