NITI Aayog released 'Reimagining Skilling for Viksit Bharat@2047', a blueprint for a skilling architecture aligned to the goals of a developed India by 2047.
The report identifies five key segments of learners and workforce, one of which is NEET youth in the 15-29 age group — Not in Education, Employment or Training.
NITI Aayog clarified that the report's figure of 8.7 crore NEET youth has been misread as a count of the unemployed. NEET refers to those NOT SEEKING employment; the unemployed form a separate category drawn from a different population base, so the figure cannot be added to the unemployment rate.
The NEET estimate rests on the NSS 78th Round, collected in FY 2020-21 during the COVID-19 pandemic, when education and employment were disrupted; the youth NEET percentage is significantly lower in the most recent PLFS round (PLFS 2025).
Ahead of the report's publication, the government had already begun implementing its key reforms through the Ministry of Skill Development and Entrepreneurship, including the Rs 600 crore Integrated Scheme in Skilling Architecture (ISSA) announced in the Union Budget 2026-27.
NEET is an internationally used indicator of youth disengagement, not of joblessness. It counts young people who are simultaneously outside education, outside employment and outside training. In the NITI Aayog report it is applied to the 15-29 age group and covers five situations: engaged in voluntary work or a household enterprise; attending to domestic duties; not able to work due to a health condition; spending leisure time; and others. The unemployed, by contrast, are people in the labour force who are without work but actively seeking it. A person can be NEET without being unemployed — indeed most NEET youth are not unemployed, because they are not looking for work. Reading a NEET headcount as an unemployment figure inflates the latter by importing people who were never in the labour force.
Simple Analogy: Unemployment measures how many people queuing for a bus have not got on one. NEET measures how many people are not at the bus stop at all — some by choice, some because of illness, some because of unpaid work at home. Adding the two queues together tells you nothing about the bus service.

The largest NEET sub-category in most Indian data is 'attending to domestic duties', which is overwhelmingly female. The NEET-versus-unemployed distinction is therefore also the statistical face of the debate on why India's female labour force participation rate is low — the work exists, it is simply unpaid and outside the labour force definition.
India's window of a favourable working-age ratio is finite. A skilling blueprint aimed at 2047 is an attempt to convert that demographic bulge into productivity before the window closes; NEET youth are precisely the population the dividend leaks through.
The NSS 78th Round was fielded in FY 2020-21. Any indicator drawn from that round carries a pandemic distortion. This is a transferable caution for exam answers: always check which round an employment statistic comes from before treating it as a trend.
The report's convergence agenda — education, skilling, employment and lifelong learning in one architecture — is operationally dependent on the NCrF, which lets a vocational credit count towards an academic qualification.
