Fino Payments Bank's board has approved a further three-month extension for Ketan Merchant as interim Managing Director and CEO.
The extension takes effect from 27 August 2026 and is subject to approval by the Reserve Bank of India.
His previous three-month term, cleared by the RBI, ran from 27 May 2026 to 26 August 2026.
Merchant, earlier the bank's Chief Financial Officer, took over after MD and CEO Rishi Gupta resigned following his arrest by the DGGI in February 2026 over GST violations.
Fino became the first payments bank to receive RBI's in-principle approval to convert into a small finance bank, in December 2025.
Managing Director and CEO Rishi Gupta was arrested by the Directorate General of GST Intelligence (DGGI) over alleged GST violations involving shell companies and payment aggregators linked to online money gaming.
Ketan Merchant, then the bank's CFO, took charge as interim MD and CEO for three months after Gupta's resignation, with RBI approval.
The first three-month interim term ended.
A further three-month extension takes effect, subject to RBI approval.
A payments bank may accept deposits up to a capped end-of-day balance of Rs 2 lakh per customer, issue debit cards, and offer remittance and payment services - but it cannot lend or issue credit cards. A small finance bank is a full-service lender: it can accept unrestricted deposits and must direct a large share of its credit to small borrowers, with priority sector lending targets far above those of a universal bank. That is why the conversion route matters commercially - it turns a fee-earning payments platform into an institution that can earn interest income. The RBI opened this route to payments banks that are resident-controlled and have completed five years of operations, and Fino was the first to clear the in-principle stage, in December 2025.
Simple Analogy: A payments bank is a toll booth that collects and moves money; a small finance bank also gets to lend that money out.
