A waterspout is a whirling column of air and condensed water vapour that forms over a water body and connects the surface to the base of a cumulus or cumulonimbus cloud.
Fair-weather waterspouts build upward from the water surface under calm conditions; tornadic waterspouts are true tornadoes over water, descending from a thunderstorm's cloud base.
They typically last only a few minutes to about twenty, and the visible funnel is condensed vapour rather than water lifted from the river.
Waterspouts are uncommon over inland Indian rivers, which is why the sighting on the Brahmaputra was treated as unusual.
The two kinds share an appearance and almost nothing else. A fair-weather waterspout forms under the flat, dark base of a developing cumulus cloud in otherwise calm conditions. It is non-mesocyclonic: the rotation begins at the water surface, in a zone of low-level convergence and horizontal wind shear, and is then stretched upward by a rising thermal, so the funnel grows from the water towards the cloud. These are the common variety, comparatively weak, and they collapse quickly on reaching land. A tornadic waterspout is simply a tornado that forms over water or moves onto it from land. It is born in the mesocyclone of a severe thunderstorm and develops downward from the cloud deck, bringing violent winds, hail and lightning with it. The practical significance of the distinction is the hazard: one is a spectacle, the other is a tornado.
Simple Analogy: A fair-weather waterspout is a dust devil that happens to be standing on water. A tornadic waterspout is a tornado that happens to be standing on water.
