The International Centre for Automotive Technology (ICAT), Manesar, has issued its first compliance certificate for a 15-metre multi-axle sleeper bus under AIS-119 and AIS-153, in accordance with the applicable provisions of the Central Motor Vehicles Rules.
The certificate went to Synaty Automotive Pvt. Ltd. and was handed over by ICAT Director Saurabh Dalela to the company's Managing Director Naresh Kumar Yadav; the configuration is among the longest permissible in the passenger transport category.
The bus is built for long-distance travel with 42 berths in the fully sleeper variant and 21 berths plus 42 seats in the hybrid variant, tested against requirements for structural strength, fire and emergency safety, passenger movement and comfort.
In India a vehicle model cannot simply be built and sold. It must first be type-approved: a prototype is submitted to a testing agency notified under the Central Motor Vehicles Rules, tested against the applicable Automotive Industry Standards, and certified as compliant. Every subsequent unit of that model is then a copy of an approved design, and the approval - not the individual vehicle - is what regulators rely on. That is homologation. It matters most where the configuration is unusual: a 15-metre multi-axle sleeper is far longer than a standard bus, so its structure, emergency exits, gangway and fire safety behave differently and cannot be assumed compliant from any earlier approval. A first-of-its-kind certificate therefore signals that both the manufacturer and the testing agency now have a proven route for that class of vehicle.
Simple Analogy: It is a building plan approval rather than a building inspection - the drawing is cleared once, and every house built to that drawing inherits the clearance.
The Automotive Industry Standard specific to sleeper buses, which it treats as Type IV vehicles under the bus body code AIS-052. It fixes constructional requirements for berths, windows, gangways, handrails and seats - for instance a minimum berth cushion thickness of 75 mm, a restraint system covering 60 per cent of the berth length, and a minimum clear distance of 800 mm between an uncompressed lower berth and the underside of the upper berth.
Sets safety and design benchmarks for bus body structures, covering structural integrity, emergency exits, fire resistance, electrical safety and noise-vibration-harshness parameters. For sleeper coaches it brings in a Fire Detection and Suppression System that both detects and automatically suppresses fire in the affected compartment, using smoke, heat and carbon monoxide detection.

Testing is done at approved laboratories including ICAT Manesar, ARAI Pune and GARC Chennai.

Key: A central sector scheme with an outlay of Rs 10,900 crore, effective from 1 October 2024. It succeeds the FAME scheme of 2015 and subsumes the Electric Mobility Promotion Scheme, 2024, and covers e-two-wheelers, e-three-wheelers, e-buses, e-trucks and e-ambulances.
ICAT sits under the Ministry of Heavy Industries, but the rules it certifies against - the CMVR and the notification of testing agencies under Rule 126 - come from the Ministry of Road Transport and Highways, which also runs Bharat NCAP. Questions frequently swap the two ministries.
A sleeping passenger cannot brace, cannot see an exit and takes longer to evacuate, which is why AIS-119 prescribes berth restraints and clearances and AIS-153 brings in automatic fire detection and suppression for sleeper coaches. The standards are a response to bus fire fatalities, not a comfort specification.
Before NATRiP, several categories of Indian vehicle testing had to be done overseas. Building ICAT, GARC and NATRAX moved that capability home, which is what makes a first-of-its-kind domestic certificate for an unusual configuration a policy datapoint rather than a company announcement.
