The 7th High-Level Meeting between the Indian Coast Guard and the Vietnam Coast Guard was held in Chennai on 25 August 2026, under the framework of the 2015 Memorandum of Understanding on Coast Guard Cooperation.
It was co-chaired by Director General Paramesh Sivamani of the Indian Coast Guard and Major General Luong Dinh Hung, Vice Commandant of the Vietnam Coast Guard, and covered maritime search and rescue, maritime law enforcement, marine pollution response and capacity building.
The bilateral coast guard exercise SAHYOG-HOPTAC was scheduled at sea on 27 August 2026 to strengthen interoperability and operational coordination.

A white shipping agreement lets two countries exchange advance information on the movement of commercial vessels - identity, cargo, course, port calls. Because almost every maritime threat, from smuggling to piracy to a ship in distress, first appears as an anomaly in ordinary commercial traffic, aggregating white shipping data is the cheapest way to build maritime domain awareness. India's IFC-IOR at Gurugram, launched in December 2018, exists precisely to fuse these feeds from partner countries and multinational agencies, and this data-sharing habit is the substance behind words like interoperability in coast guard communiques.
Simple Analogy: It is air traffic control for merchant ships: nobody on the screen is a suspect, but knowing where every legitimate aircraft is makes the one that goes off course instantly visible.

The meeting was held at Chennai on the Coromandel Coast of Tamil Nadu, which also hosts one of India's three Maritime Rescue Coordination Centres, the others being at Mumbai and Port Blair. It was off the same Chennai coast, in the Bay of Bengal, that the first Sahyog Hop Tac exercise was held in 2018. Vietnam sits on the western rim of the South China Sea with the Gulf of Tonkin to its north, while India's maritime domain awareness hub for the wider region, the IFC-IOR, is inland at Gurugram in Haryana.
Coast guards are civilian-facing law enforcement services, so coast-guard-to-coast-guard engagement carries less strategic signalling than a naval exercise while still building the same interoperability. India runs similarly structured engagements with other regional coast guards, which is why the template of a High-Level Meeting followed by a joint exercise recurs.
The May 2026 Joint Statement on the Enhanced Comprehensive Strategic Partnership named the maritime domain a key pillar and pointed to the bilateral Maritime Security Dialogue. Capacity building for the Vietnam Coast Guard sits inside that larger Act East and Indo-Pacific framework.
India's SAR responsibilities are discharged through the Director General, Indian Coast Guard as National Maritime SAR Coordinating Authority, with MRCCs at Mumbai, Chennai and Port Blair - the same architecture that responds when a foreign merchant vessel is in distress inside India's Search and Rescue Region.
