India is the world's largest rice exporter, accounting for well over a third of global rice trade, which makes its export policy a variable in food prices from West Africa to Southeast Asia. That position also creates a domestic problem: when procurement and stocks are high the grain has to go somewhere, and pushing volume into price-sensitive markets erodes realisation. The shift visible in this data is from selling more rice to selling the right varieties - matching Indian rice types to what particular cuisines and consumers in each market actually want, so that value grows rather than just tonnage. The five-month figures show exactly that tension: volume rose 5.6 per cent above the three-year benchmark while value rose only 1.1 per cent, meaning average realisation per tonne slipped. The strong growth in the UAE and in European markets such as Belgium, Germany, France and the UK matters because those are higher-value destinations, largely for basmati and premium non-basmati, where the margin per tonne is better than in bulk parboiled markets.

India exports two broad categories. Basmati is the long-grain aromatic rice grown mainly in Punjab, Haryana, Uttar Pradesh, Uttarakhand, Himachal Pradesh, Jammu and Kashmir and Delhi, and is protected by a Geographical Indication. Non-basmati covers everything else and moves in far larger volumes to Africa and Asia. Export policy has swung sharply in recent years: alarmed by domestic price pressure, the government banned non-basmati white rice exports in July 2023 and imposed duties and floor prices on other categories, before lifting that ban in September 2024 as stocks recovered. Those interventions reshaped trade flows, with buyers hedging towards Thailand, Vietnam and Pakistan, and the current diversification push is in part an effort to win back and broaden that customer base. The Agricultural and Processed Food Products Export Development Authority (APEDA) is the statutory body driving that effort, working with industry bodies including IREF and the All India Rice Exporters Association.
