●Theme: promoting non-institutionalised rehabilitation of children with special needs, i.e. family-based care rather than institutional care.
●Participation: 150 stakeholders from more than 74 districts across Maharashtra, Gujarat, Goa and the UT of Dadra and Nagar Haveli and Daman and Diu.
●CARA — the Central Adoption Resource Authority — is a statutory body under Section 68 of the Juvenile Justice (Care and Protection of Children) Act, 2015, as amended in 2021.
●It functions under the Ministry of Women and Child Development and is the nodal body regulating in-country and inter-country adoption.
●CARA is India's designated Central Authority under the Hague Convention on Inter-country Adoption, 1993, which India ratified in 2003.
●It deals primarily with the adoption of orphan, abandoned and surrendered children through recognised adoption agencies.
