Defence Minister Rajnath Singh released RAKSHA, a dedicated framework document on India's defence diplomacy, at Kartavya Bhawan in New Delhi on 3 September 2026.
Prepared by the Ministry of Defence, it lays out a ten-year roadmap for defence partnerships, security cooperation and defence-manufacturing outreach.
The framework rests on four pillars: Strategic Partnerships, Capacity Building, Indigenous Defence Exports and Maritime Security.
It restates India's position as a Net Security Provider and First Responder in the Indian Ocean Region.
It follows a record year for defence exports, which touched Rs 38,424 crore in FY 2025-26, a rise of 62.66% over the previous year.
