• ●Dr Vinaya Prakash Singh was re-elected Secretary-General of the Asian-Pacific Postal Union at the 14th APPU Congress in Bangkok on 4 September 2026, unopposed and by acclamation.
• ●He belongs to the 1988 batch of the Indian Postal Service; his second four-year term runs from January 2027 to December 2030.
• ●The APPU is an intergovernmental organisation of 32 member countries of the Asia-Pacific region, headquartered in Bangkok, Thailand.
• ●It is the only Restricted Union of the Universal Postal Union in the region — a Restricted Union being a regional grouping recognised under the UPU Constitution.
• ●Its stated goal is to extend, facilitate and improve postal relations between member countries and to promote cooperation in postal services, and to shape the region's common stance on global postal issues.
• ●The APPU traces its origins to 1961; the present union came into being on 1 July 1982 under the Asian-Pacific Postal Convention signed at Yogyakarta on 27 March 1981.
