The District Magistrate of Doda in Jammu and Kashmir, Krishan Lal, ordered a complete ban on the use of Virtual Private Networks across the district for two months on 6 September 2026.
The order was issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, the successor to Section 144 of the Criminal Procedure Code.
The administration said VPNs were being used to bypass lawful cyber restrictions and reach prohibited applications, websites and content, with risks to public order and national security.
The prohibition covers individuals, institutions, cyber cafes, business establishments and internet service providers in the district, with exemptions only where the government specifically authorises use.
Empowers a District Magistrate, Sub-Divisional Magistrate or specially empowered Executive Magistrate to issue orders in urgent cases of nuisance or apprehended danger. It is the successor to Section 144 of the Criminal Procedure Code, 1973, and such an order ordinarily remains in force for up to two months, extendable by the state government to six.
