On 8 September 2026 the United Kingdom announced a ban on imports of all goods originating in Israeli settlements in the occupied West Bank, including East Jerusalem.
Foreign Secretary Ed Miliband told the House of Commons that Israel's occupation is unlawful and accused settlers of carrying out 'ethnic cleansing' in parts of the West Bank.
The package goes beyond trade in goods: British firms are barred from providing services that facilitate settlement expansion, export licences that would materially assist the occupation will be refused, and sanctions on settler organisations and individuals will be widened.
The measures were accompanied by a joint statement from 12 countries, with Canada and France also committing to national restrictions; the UK import ban is expected to take effect in six to nine months.
The legal basis is the International Court of Justice advisory opinion of 19 July 2024, which held Israel's continued presence in the Occupied Palestinian Territory unlawful and placed obligations on third states.
In 'Legal Consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory, including East Jerusalem', the Court held that Israel's continued presence in the territory is unlawful. Paragraph 278 placed obligations on third states: not to recognise as legal the situation arising from that presence, and not to render aid or assistance in maintaining it. The UK presents its ban as compliance with this obligation.
Prohibits an occupying power from transferring parts of its own civilian population into the territory it occupies. The ICJ found that Israel's transfer of settlers into the West Bank and East Jerusalem, and the maintenance of their presence there, violates this provision.
Divided the West Bank into Areas A, B and C. Area C, roughly 60% of the West Bank, remains under full Israeli civil and military control and contains almost all Israeli settlements outside Jerusalem - which is why settlement produce is concentrated there.
