NHRC opens fifth ITEC human rights programme for NHRIs of 14 Global South countries

The National Human Rights Commission (NHRC), India, with the Ministry of External Affairs, began the fifth ITEC Executive Capacity Building Programme on Human Rights for NHRIs of the Global South in New Delhi on 14 September 2026.

About 38 participants from the NHRIs of 14 countries are attending the six-day programme, which began in 2023.

NHRC Chairperson Justice V. Ramasubramanian flagged emerging-technology rights questions such as the right to be forgotten and the right to erasure.

●About 38 participants from 14 countries: Algeria, Chile, Ecuador, Ethiopia, Indonesia, Kazakhstan, Kenya, Kyrgyzstan, Malaysia, Oman, Samoa, South Africa, Tajikistan, Zimbabwe.
●NHRC: statutory body under the Protection of Human Rights Act, 1993, set up 12 October 1993. The 2019 amendment lets a former Supreme Court judge, not only a former CJI, chair it.
●Chairperson: Justice V. Ramasubramanian, former Supreme Court judge, appointed December 2024.
●ITEC (Indian Technical and Economic Cooperation): MEA's capacity-building programme, launched 15 September 1964.
●Paris Principles: minimum standards for NHRIs (independence, pluralism, broad mandate), adopted by UN General Assembly resolution 48/134 (1993).
●GANHRI accredits NHRIs 'A' (compliant) or 'B' (partly). Its Sub-Committee recommended downgrading NHRC India to 'B' in March 2025; the final decision was deferred to November 2026 (as of March 2026).
