EMRSs are established in tribal-dominated blocks with over 50% ST population and at least 20,000 tribal persons (Census 2011 criteria); West Bengal's Bundwan block (Purulia) is currently the only block meeting fresh-establishment criteria there, while EMRS Kalimpong operates from an alternate building pending its permanent structure.
Institutional reforms include NESTS (National Education Society for Tribal Students) as the autonomous policy/monitoring body, State EMRS Societies, District-level EMRS Committees, a centralised EMRS Staff Selection Examination (ESSE), and 284 smart classrooms nationally; 9,111 teaching/non-teaching staff recruited with another 7,267 examined for recruitment.
